When they were trying to shut down Shetland Coastguard they tried to prove the station was very quiet with some fancy graphs showing the number of incidents. There were very few when compared with some of the southern stations in Dover etc. However, they had classified massive incidents such as the Braer, the Bourbon Dolphin, helicopter crashes as one incident, the same as a little old lady being overdue on her dog walk on the south coast. Hardly comparable. So yes, not only defining what an incident is but the severity of the incident should be taken into consideration.
For me, an incident is something where the dive didn't go to plan, I didn't get to jump in, follow my plan, ascend, get back on the boat.
