Hi Oscar! Thanks so much for your support and interest! Title IX coordinators field a range of issues, all related to gender equity--this includes equity in funding and programming for for men's and women's athletics, as you mentioned. However, the particular focus on sexual assault as a Title IX/gender equity/civil rights issue is relatively recent, having gained a great deal of political traction since the Department of Education Office of Civil Rights issued a "Dear Colleague" letter to higher ed institutions that receive federal funding in April of 2011. The letter outlined institutional responsibilities for addressing issues of sexual harassment and sexual violence under the purview of Title IX, whereas such issues had previously been framed in terms of safety and crime. The civil rights framing has been the backdrop of recent investigations regarding compliance with Title IX for institutions in their approaches to campus sexual violence. This is a significant shift, as presumably far fewer Title IX coordinators were dealing with these kinds of concerns prior to the 2011 letter and the highly visible subsequent investigations.
